President Barack Obama plans to resume transfers of inmates from Guantanamo Bay to other countries in a fresh bid to close the controversial US prison, The Wall Street Journal reported. In the coming weeks, Obama will try to accelerate efforts to transfer detainees out of Guantanamo partly by lifting a long-running ban on sending Yemeni inmates to their home country, the newspaper said, citing unnamed US officials. The White House, the Pentagon and officers at the US-run prison in Guantanamo Bay all declined to comment on the report. Obama will argue in a speech Thursday that closing the detention center is vital to Washington’s efforts to counter terror threats, but will not lay out details of the transfer plans, the officials told the Journal. The United States holds 166 detainees at Guantanamo, with 86 cleared for transfer, including 56 from Yemen, according to Pentagon officials. The transfers to Yemen will likely be carried out at a slow pace, starting with two or three detainees at a time, to ensure Yemen can keep track of the terror suspects and prevent them from joining extremist groups, a US official told the paper. As a result, transfers to Yemen could still be months away. The detention center was set up after the attacks of September 11, 2001 for militants captured in Afghanistan and elsewhere, as part of ex-president George W. Tumblr’s fate could be decided Sunday by Yahoo’s board of directors. AllThingsD reported late Friday that Yahoo is closing in on a $ 1.1 billion deal for the site, moving quickly to cement what would be the biggest deal of CEO Marissa Mayer’s tenure at the venerable but lackluster internet pioneer. After reporting Thursday that Yahoo was considering a number of options for Tumblr, including partnerships or strategic investments, ATD reported Friday that Mayer had decided to go all in. Om reported Thursday that Yahoo was worried about counteroffers from Facebook, much how Facebook stole Instagram from Twitter after Twitter co-founder Jack Dorsey’s courtship of the photo-sharing site. Now the board plans to meet Sunday to consider giving final approval to the offer. Defense Secretary Hagel recently responded to a report that stated that sexual assaults in the military jumped by more than one-third since 2010 by offering changes to how the Department of Defense handles sexual abuse. A report showing that sexual assaults in the military jumped by more than one-third since 2010 led Defense Secretary Chuck Hagel on Tuesday to order the armed services to take immediate steps to curb the problem among troops… Pentagon estimates of how many troops are sexually assaulted show the numbers increased by 35% since 2010, from 19,300 service members believed to be victims that year to 26,000 in 2012. This comes after an Air Force Sexual Assault Prevention Unit Chief was charged with sexual battery further highlighting the issue. Defense Secretary Hagel offered the following reforms: • Holding commanders accountable for creating a climate in which sexual assault is prevented and victims are properly taken care of. • Reducing the stigma for victims of reporting sexual assault. • Enhancing sexual abuse prevention training and education programs for trainers and recruits. Whether these changes will make any difference remains to be seen, but it is worth considering that DoD personnel already receive training on sexual abuse and harassment. Microsoft is considering offering Barnes & Noble $ 1 billion to buyout the Nook Media business, an asset that the Washington-based technology company already has a 16.8% stake in, according to a report in TechCrunch. Microsoft would redeem some of its shares in Nook Media, and take over the Nook eBook and tablet business. Here is more from TechCrunch : The documents also reveal that Nook Media plans to discontinue its Android-based tablet business by the end of its 2014 fiscal year as it transitions to a model where Nook content is distributed through apps on “third-party partner” devices. Speculation about the plan to discontinue the Nook surfaced in February. Newscom The Department of Defense (DOD), per the requirements of the fiscal year 2000 National Defense Authorization Act (NDAA), this week issued the 2013 annual report to Congress on the Chinese military. This year’s report is a substantial expansion upon the 2012 report, nearly double in length, and with an extensive discussion of a number of areas. In addition to reading the valuable information in its pages, Washington should be reminded just how absolutely necessary this report is. The most obvious takeaway is that the People’s Liberation Army (PLA) is engaged in a massive, extensive modernization program, drawing upon the resources of a constantly expanding economy (now the world’s second largest) to support improvements in not only the ground forces, but the PLA Navy (PLAN), the PLA Air Force (PLAAF), the Second Artillery (China’s rocket forces), as well as space and cyber capabilities . The report provides details of various new ship classes, new fighters, new missiles, and improvements in Chinese space assets.
